Make calls using a modem

How can we acctually make calls via a dail up internet modem . I do use huawei e1731 airtel 3g . Surely it supports my normal sim . I connect it to my samsung galaxy note 2 n7100 via otg cable and have its internet access (rooted-using ppp dail up software):confused:
