HTC Desrie 612, 'unfortunately Setuup Wizard has stopped'

I S-off'ed and rooted my 6123 but accidentally deleted a few system apps including the Setup Wizard.
When I did a factory reset, I got this error'Unfortunately Setup Wizard has stopped'
Now the most I can do is to access the settings but nothing else.

Please advise on removing this error and restoring my old system apps
